I think Gura does plan to. But, an immediate graduation would devastated Cover especially with the original song that just came out and the EN concert in LA coming up. So they probably worked out a slow transition with her. It probably involves her decreasing her streams and activity so that hopefully her fans will move on to the other talents - which has been happening based on some disappointed chumbud threads. And Cover doesn't have to remove her from the song or concert and be able to also sell her merch at the concert venue. To me, that explains alot of what's happening with Gura.
