For Kronii, it’s the later. Her ceiling is one of the highest of Council and maybe of the whole branch but her floor sank deep.
The reason people were amazed by her Powerwash Simulator numbers were because there is nothing particular to that game to warrant 9k, 10k as it’s a glorified zatsu game.
It played to her strength (because people were there to hear her talk) and sidestepped her weaknesses (because she’s not a good gamer).

Now she’s getting the expected number for that game (sub 5k) and the reason for that is that she lost some of her core audience.
People will still show in droves when she’s doing something touristic but not for when she’s just talking
