People could handle yaoi and Yuri gimmicks but LGBT politics is a no no.

What are the expectations here? Moderate success? Then keep doing what they're doing. Commissioned animations are a good algorithm boost and a good way to get the community involved which wraps back around to generate good will as proven by multiple channels in the past like Game Grumps. Same thing with edited down content with semi-clickbaity thumbnails like Vesper's Kronii therapy stream highlight video.
If we're talking about making them a major success on par with the girls, the entire western vtubing landscape would need to change and they would probably need to decouple themselves from Holo entirely. It's not the content, it's the perception of their content and their exposure to people that aren't interested. Bettel for example is a more boisterous combination of Vinesauce and Jerma, so they need to find a way to advertise that to people that like that sort of content. Can't really do that with only longform content, so there needs to be clips and highlights everywhere, but it still probably wouldn't be enough until the perception of male vtubers changes in the English-speaking sphere. Would need an aggressive campaign of getting short-form content out there, something like RandoWis' Vesper animation or the Crank That one, but multiply that by a thousand.

Assuming you're not talking about subs, 2 or 3 of Tempus are arguably already there. Some like Flayon are very likely lost causes on this front outside of completely changing his content to some kind of niche with potential like a variety of voice acting RP that would probably get old without a ton of external work involving writers, artists, etc. Something like Magni's 1.5 lore video, but on a semi-regular basis. Focus on prioritizing the production of merch instead of other things (merch is most profitable). Make them study JP more and do more with their JP senpais to create their own "box" that stands on its own (since they don't benefit from the Holo "box"). Make sure they get good games permissions and don't just play flavor of the week shit. More smoothly rigged models. NijiEN DID incline from the constant external collabs and being genuinely part of the greater western streaming ecosystem. That stream alone had a popular Ludwig clip which netted Elira some fans. The thing is vtubing as a whole kind of crashed in the English-speaking streamer sphere, and streamer audience in general are absurdly fickle especially if you aren't consistent. Content creators being on top of the world one second and a nobody the next is a tale as old as Youtube, with entire genres going down the drain despite no drop in quality. That's why this thread is a hard assignment if you want to go beyond moderate success which Tempus already are.

I don't watch Tempus but if we were going the numbers routes then Japanese reps for those who aren't at least conversational, gaming tournaments for those with any kind of competence with any kind of even semi-popular game and networking as far outside of Holopro as possible. If we were going the money route I'd make them do the most soulless sponsorship shit possible (like Raid and stuff) and threaten penalties if they did a bad job in order to show to perspective sponsors that they can do it.
