A streamer can't "backseat" a chat, first of all. They're the host, they make the rules.
Secondly, Towa asked that chatters don't overdo it, especially when it's not in reaction to something appropriate.
Thirdly, anyone actually watching Towa would know that she is often pleased by her fans.
