They don't need to go that far. Learning conversational level English (plausible in 3 years) would allow them to interact with the EN girls without the use of translators or the painful broken phone interactions they have when they can't speak each other's language.
Of course, JPs have less incentive to learn English because most of their audience is Japanese. Similarly for EN, most of their audience speaks English. However, ENs are in a Japanese company, so I would expect of them to have at least started learning more Japanese in the past 3 years they've been in Hololive, yet they have not improved at all.
