Cover had shareholders holding a 5%, 7%, 10% controlling participation up until the IPO. Every single one of these held a significant amount of say in the operation of the company.
After the OP these investors divested from their positions, and now the shares they held are in the hands of the general market, with a whole lot of people holding a fraction of a fraction of a fraction of what they held.

The IPO actually STRENGTHENED the current management hand because it turned some five people with a say in the running of the company into ten thousand people without any say.
Whatever theory made on "shareholders taking action" would be true BEFORE the IPO but never AFTER

It is that whatever fantasy about shareholders “kicking Yagoo’s butt” you guys are devising was MORE LIKELY when it was four or five people holding 30% of the company than it is now.
The company itself “only” sold a small share of their own holdings (the lot to fund the studio), all of the rest of the stocks in the market went from a few people concentrating lots of voting power to a lot of people holding little voting power, alleviating any perceived pressure.
Again, that’s something self explanatory. It’s not that it can’t happen, it is that the IPO made it less likely to happen.

For the record, I wish it was more likely to happen and that Cover would spin off Holostars back into their own separate agency, disbanding Hololive Productions and going back to separate agencies, preferentially with a new name completely dissociating Holostars from Hololive and even from Holostars themselves.
But “stockholders pressure” is not the way that’s going to happen, based on the fact it didn’t happen when there were fewer voices with more power.

My contribution to help that happen is more direct: I unsubbed from the Holostars I used to watch (even Astel, whose APEX content I enjoyed), don’t watch their clips and click “don’t recommend” and make it a point to not yo lend even indirect support to make sure I don’t accidentally signal to the company that “my voice has been heard” in support of Holostars in detriment of Hololive.
Based on how much UPROAR! 3D debuts underperformed, I’ll assume that’s what the JP audience is doing as well
