Its just a poor explanation of some of the various federal regulatory and law enforcement organizations. ie. the ATF (BATFE) Bureau of Alcohol, Tobacco, Firearms and Explosives is responsible for interpreting federal law and providing rulings, regulations, and law enforcement for matters pertaining to all of the commodities in their name. Everything from production and interstate distribution of those products to features of them. They are a specialized wing under the Treasury Department so really their primary purpose is to determine who is licensed and taxed for creation, distribution, and purchasing of those products. What may or may not be unique in America is that all these various federal agencies are usually also responsible at least in part for law enforcement within their area of control. So just like the ATF can arrest you for unlicensed alcohol distribution, they are more infamous to the general public for law enforcement actions taken against companies and individuals for producing/selling/buying/owning illegal or at least illegal to them firearms.
There have been several lawsuits over the past several years (and a number are ongoing) against a bunch of these various federal agencies for overreach. Unfortunately, until overreach is struck down in court (at the monetary expense of the plaintiff) it is treated as de facto law.These organizations are part of our federal government, but they are not law makers. Many of them (not just the ATF) have taken to treating the regulations they create as law even when there is not a basis for them in the law. The common man is not generally cognizant of that overreach unless it affects something in their daily life. Purchasing a firearm new requires an individual to buy from a Federal Firearms License holder which are licensed by the ATF and since that is something the common man can and does do. The ATF in particular gets a lot of hate for how their particular overreach limits the type, number, whatever pertaining to firearms that an individual can buy/own.
The conspiracy side of it is that these agencies create or support incidents to justify their unlawful regulations at the expense of or to restrict the freedoms of the common man.

Americans have guns so they can kill people at their discretion, including government officials. Part of the reason civilian gun rights are protected under the US Constitution is so we can murder and overthrow the government if it becomes too tyranical.
Governments naturally love tyranny, because making unilateral sweeping decisions is easier than going through a slow democratic process and actually consulting the will of the people.
There are three branches of US government, who all are designed to serve as check and bakances against each other. Legislative, executive, and judiciary.
The Legislative brach consists of the Senate and House of Representatives. Bills have to be passed through both to become United States law. Both the Senate and the House consist of eoected representatives based on geographic distributions. Each state gets two senators, and a variable number of reprrsentatives based on the state's population. These form the will of the people.
The judiciary are the judges. There are various levels of courts across counties, states, and multi-state areas. The highest court is the Supreme Court which is Federal (Federal means it applies to the entire country of America).
The Executive branch are the enforcers. They exist to be powerful and unilateral. The president is the highest office of the Executive branch, and he can appoint people to serve under him as advisors. Also within the executive branch are various agencies. The FBI, NSA, ATF, CIA, DHS, DEA, EPA, TSA etc. (now you might be able to see the "alphabet" in "alphabet agencies")
>FBI: These are the Federal cops. They get pulled in by the local police department at the slightest hint of danger.
>NSA: These guys spy on the phone and internet and tip off other alphabet organizations to (((dangerous))) individuals.
>ATF: These guys murder American citizens and take your guns away.
>CIA: These guys are meant to spy on other countries, friends and foe alike, but really they just spy on the American people and do fucked up social experiments because they have basically nobody checking in to make sure what they're doing is clean.

>DHS: These guys force covid jabs in your arm and force you into a quarantine with a bunch of sick patients to starve and die.
>EPA: These steal your land and tax you for watering your garden, or having a slightly too powerful showerhead.
