As it stands adding a red dot redeem is doable.
The problems are making it chat controlled or otherwise move around.
It'd likely require yet another program.

Most cameras don't do over 30fps in vtube studio. Most rigs don't support full rtx motion. You can unironically use an old logitech c310.

Bare minimum is 2 pngs. 1 mouth closed one mouth open.
You can have more pngs for different emotions that you can switch between if you want, again with and without mouth open.
A more advanced setup uses 2 gifs that you switch between. On the simple end you can just add a blinking animation every few seconds. On the complicated end you can add all sorts of effects, drinking from a cup, smoking, really you can do any huge number of things. You can actually go really crazy as a PNGtuber if you want to.

Because starting out it can be really demoralizing to prepare a show like that and then have nobody show up. I myself did basically that when I was first starting out. I put a lot of effort into preparing for it, even promoted it to the best of my abilities, and nobody showed up. Its far easier to just play video games, and most categories get more tourist viewers than "just talking" or "event" does on twitch. Basically you could spend 3 hours preparing for a two hour show or you could just stream a game for three hours with similar or even better turnout.
