There's basically no gaming studio/publsiher with separate offices for managing Latin American operations separated from North America outside of MMOs.
Pretty much every one goes through the same publishing companies that handle North American rights - so if they secured the rights for their EN divisions they also have the rights to stream the Spanish and Portuguese transation of these games in the overwhelming majority of the time.
That is as long they were smart enough to negotiate the rights for Cover/Ichikara and its subsidiaries (if they only secured it for the EN offices only though, then they'll have a problem).
