Roa used to have her own gobi that she created for her character. Think of it as her own version of Pekora's "Peko". Then a niji named Meiro debuted who had a history of plagiarism and she basically copied it. Roa was upset and asked to talk to Meiro about it but Meiro freaked out, claim it was real accent from her hometown and accused her of power harassment, and turned in her resignation, but took it back a day later. .
Because Roa had always been shy, and because she didn't have that many friends, Meiro convinced a lot of the other Niji members that she was being bullied and they turned against Roa. When it was finally revealed that Meiro was a menhera liar, it was too late and Roa was constantly being targeted by antis which prevented her from streaming. Meiro meanwhile, tried to leverage her resignation again but this time Nijisanji accepted her letter. When she attempted to rescind it a second time, Nijisanji refused.

Roa has been in this limbo state ever since where a bunch of people want her to come back and many of the livers have apologized, but she's also currently fighting a court case over this incident against a drama tuber and she feels like she can't come back. It's been around 3 years since this happened.

This is Japanese law thing. If you want to sue someone, you must prove to Japanese court that you are severely affected by your attacker that you cannot work at all. The problem with Lulu is that Nijisanji was concernfagging and Lulu doesn't really care about the stalkers. Although the stalker was apprehended in the end.
