There's a pretty big reason that a lot of the supposedly "better" games never take off in Japan.
Apex, League, Overwatch, Valorant etc. have action voicelines and character voicelines in Japanese for every single dialogue and action that has one in English.
CSGO, Dota, TF2 etc. do not have any Japanese voicelines for any actions, or any Japanese character responses.

The lack of action voicelines in Japanese means that no one will play these games competitively - since there's an inherent disadvantage where JOPs have to waste a few precious microseconds looking at the EN subtitles and translating the English subs into Japanese in their head. For those who dive deep into the game they can get used to this, but most players will simply stop long before that.
Meanwhile for Apex and Valorant that minor disadvantage doesn't exist, so Japanese players can be on equal ground with global players.

The lack of dialogues in Japanese also means that casual players will never play these games for fun either, since the level of attachment someone can have by hearing something in their native language isn't the same as the level of attachment from reading dialogue subtitles (which aren't always correct mind you).
Again, there will be some westaboos who can overcome this just like how weebs got used to reading anime subtitles, but that's a very niche audience in Japan.

Lack of marketing also doesn't help, since most Japanese gamers don't even know the existence of these games. Dota will be known as a "LoL clone" and CSGO will be known as a "Valorant clone" for the average casual Japanese gamer if they ever find out about these games.
