As a Brazilian I can give an answer that is actually REALLY the main problem and nobody in the Thread has mentioned it yet:

The vast majority of the population does not speak English, much less Japanese.

This becomes the base problem of everything because it makes most of them unable to follow Hololive or any of the most famous VTubers in the world. The only contact that most of the BR population has with Hololive for example are by Clips/Translations channels, which need not even explain that is not enough to make anyone a fan, most just watch and say "haha, anime girl who talks and plays game, funny" And his contact with the VTuber is limited to that clip of 3/5 minutes.

And you might think that being monolingual, even not being able to watch foreign VTubers would at least make BRs follow their own Brazilian VTubers, but this doesn't happen.

How good would it be for Brazilian VTubers to start creating English subtitled clips to try to go viral in America? And not only Brazilian ones, American channels start translating clips from indie Vtubers from the Philippines, Italy, Brazil, Germany and several of those countries that don't have a strong VTubbing scene.
Even if it's through clips, getting a boost from the English-speaking community can help. If we can watch Japanese VTubers with subtitles, why not other countries as well?

I already hate the fact that vtubing became an english/global thing, howerver for the sake of argument, the otakus here are more into shounen stuff such as DBZ and Saint Seiya, the CGDCT side is not something well received in these lands. Anyway, everyone know that Vtubing is expensive. A single shitmade vtweeter rig and avatar can cost up to 200$ and that's already almost a full salary in brazil. So the vtubing space is all focused on weird 3D and aspiring self-made avatars (or the really cheap vtweeters ones). And you know that's hard to watch a bad design vtuber.
The ones rising like Toshiruz, Jesse, and all of the Neobaka are just twitter weirdos doing tiktok. Still, brazillians do watch eng content, as a lot of people watch vtubers subbed so they can understand vei talking about sucking dicks and 'go to brazil' jokes.
So I do see a lot of space into vtubing on the upcoming years. It was just quite slow pace if you look to the US. A famous youtuber can get quite a lot of money for brazil standarts by only ad revenue, 2K in dollars is already 10K in reais (which is around what a great lawyers or starting doctor would get).
