Could you possibly work in elements from the scene you want into something later? Sometimes when a scene I have in mind doesn't work for the time being, I save its core idea for later. Sometimes when I have that core idea as well, it influences the next part of my writing so that the pacing is built for getting to that scene. Have you also tried thinking of all the angles yet? Sometimes a different perspective is all you need to figure out how a scene can fit in just right.

In watching the valentines day special I realized that the Irys route is the NTR route. Bae's ending implies that she was originally planning on giving her chocolate to someone else (probably Irys) while the other holos don't say they had someone else in mind. Considering what happens during Bae's route, Bae probably spends a good chunk of the concert trying to get Calli's shrek plush (making Mori and NTR wingwoman, knowingly or unknowingly) without realizing she doesn't have her clip, beyond that she can't even do the dunk tank without anon. The second part to A Deal With the Devil is coming along, hovering at just under 7k words. I'm still struggling with where I want to take the story, which seems to be a common problem among a lot of the fics I've been writing lately. I don't think I'll make it an action-adventure like I was partially considering, since I already have a big story like that planned for the distant future which stars Twap.
That leaves me with a story about peaceful Towa fluff with the occasional struggle of having to constantly stay within 5 metres of each other. I'm just clueless as to what kind of events or situations I can write that would be interesting to the reader while developing the relationship. I have an ending in mind, but I can't skip from where I am now to asking Satan for his daughter's hand in marriage.
Maybe I should research interesting things about Earth that you can teach Towa about. One brief scenario I thought of was Towa having to wake you up every time she wants to go to the toilet at night since the beds are more than 5 metres from the bathroom.

I think your main problem is linking the start to the ending that you want without it being 'undetermined amount of fluff later'.
I'm pretty sure the only way you can solve this is pretty much throwing in a bit of conflict their way, either by way of new characters related to the whole demon/angel thing or related by way of being in the same boat of 'trying to learn of humanity/earth. Your going to need something to push the story on even if it's just the 'expected story' of two people trying to find a way to break it early and learning to like each other in the process.

That's something I've been trying to think up of. It hasn't come to me yet, though. Kanata will likely make her debut in chapter 3, but as for her actual use to the story, I'm not sure.

But I've been workshopping in my end different scenarios I want to implement into my series in the near future. What's the most hurtful thing someone you care could say to you? I can take words like "I hate you" or "I never loved you" but when someone says "I wish that I never fell in love in with you" cuts deeper for some reason.

Retcons... yeah, that's not a bad idea. I try to avoid using them, but if it's to create a better story I'll think about it. This is why I'm not a fan of releasing chapters individually as they're made, so that I don't feel tempted to change the established story whenever I want to go back on a decision.

Speaking of Hell time, though, that was actually the original premise of A Deal With the Devil. The story I had first planned went like this:
(You)r mother has brain cancer, you meet Towa, yadda yadda, except in the original version, you're still a high schooler and you're successfully able to sell her your soul. Towa is unsure what she's supposed to do with your soul, having just taken it so she could be considered a 'devil'. She goes back to Hell to do some investigating, but never returns. You move on with your life, but can never forget her. Until she returns 10 years later, when you're finishing your masters at University. For Towa, it's been a week.

The story would follow that formula from there, with Towa unable to stay in the human world as it saps her powers, forcing her to return after spending time with you. Each time she comes back, about 5-10 years pass and it breaks her heart seeing you lose so many years of your life that she never got to experience with you. The story would end with you on your deathbed and Towa by your side. You would pass away, expecting to go to Heaven since you had led a good life. That is until you find yourself standing in Hell, your soul bound to the one you sold it to.

I don't remember why I let this idea go. I think it was partly because I couldn't get the scenes to feel that emotional when Towa saw you after many years, and I also had no idea what you and Towa could do together each time you met. That and cohabitation with a Towel seemed cute.
