That's the thing, there are some members that ultimately stay out of trouble, like Fulgur despite how much of a whipping boy he can be viewed as here. And there's also other members that basically gotten over the idea of wanting people to like them and are instead happy with their fanbase and their position in life/coworkers, which is what Iluna seems to be doing bar Kyo.
There's just this one third or quarter of the branch though that is obsessed with bringing drama upon themselves. It's pretty clear that NijiJP set up VTA at least in part to prevent this sort of thing - getting streamers to do a several-month PNG internship is a good way to cultivate standards/skillsets and evaluate the fit of a given streamer in a lower pressure environment.
But that's a slow, low-risk approach that requires a lot of overhead to boot - and the EN tolerance for risk/reward vs. investment seems overall higher - there's been 30+ streamers debuted over less than 2 years with a pretty wide variance. A lot of features that we saw in the EN debuts - debut ensemble original songs, serial introductory debuts, etc. seem to have now become standard in JP with the new VTA waves, and it feels like there's more willingness to use EN as a testing ground or experiment.
