Fubuki hands down, she's entertaining, funny, has flaws that make us love her more, ins't afraid to show her weirder side (not just kurokami, but her otaku loves as well) and cares about her friends and encourages us to watch other chubas.

Hoshimachi Suisei
She may not be the best singer, nor the best dancer, or the best gamer (in Tetris at least she is), she may not be the best artist.
But goddamn, she's the complete package. As far as vtubing go, I can't think of someone so well suited for the job.

It's one of the things that lure people but her charisma, hard working spirit and resilience are her best traits imo. Besides that, her voice needs more practice, recently she talked about how she didn't really had vocal lessons and what she does now is because she went to karaokes, so she has a long way to go. Maybe in ten years she'll have and even greater voice

I liked the story of overcoming all odds and all. Her reputation precedes her. And I really liked all the things you mentioned. But to be completely honest, I liked Suisei more when I didn't hear her sing. Because after I heard her sing, my first reaction was "Oh I get why Hololive didn't take her during her first audition."

I think I struggle with the overall lack of awe from my first viewing of Suisei.

Her voice needs practice but it's not as bad as you make it seem. Besides that, she never applied to Hololive in the first place

Anyway, I think it's Fubuki or Korone. Hardworking, witty, creative, sharp, kind. Now with the fame, what they lack is mass media skills to handle dealing with corpos, the popular public, and news in order to spearhead the growth of this platform. Which is, it seemed like, a job that has been taken up by Ai-chan. I wonder if it's for the better or the worse to separate the people dealing with the public media, and those who deal with the general fanbase...
