Yes and no. That was the excuse, but they always hated Coco because she was American. In case you had forgotten, they were all too willing to forgive Haachama and felt she shouldn't have been suspended along with Coco, and instead wanted Coco to graduate outright. This was stuff said before they even came back from the suspension, and thus before Coco had her infamous end card that really rustled their jimmies.
I do wonder if things would have ended up as bad without that end card. They probably would have still pulled out of China because of fans getting uppity about the discrepancies in their statements in Chinese compared to JP and EN, mentioning they were fully behind the one chinkland policy.
