There don't need to be a ton more belts, just one more for the people in the bridge from the main event to QoJ.
If you look at the tier list everyone from Ayame (who isn't actually the worst when she won a fatal fourway a few weeks ago and Mori/Aqua are a thing but I digress) up to the Rushia/Pekora range are always viable QoJ contenders, and everyone from Luna on up could go for the main belt. That leaves a lot of people in the middle with nothing to really do other than serve as filler. Which is fine, the show does need filler, but it's kinda a bummer if your favorite is in that range and your only real hope of them being a champion is lucking out in a Rumble or finding a tag partner
