Better than EN at least. There is literally no black haired girl, same for ID.
Stars has it a bit better with there being a whopping 4 black haired boys with JP+EN.
We can use this knowledge to assume that black hair is enjoyed by mostly homosexuals.

Black hair reminds the Japanese of themselves, and that's boring to them, that's why all their models has to have blonde, blue, pink, purple, or red hair. The only unique colors within Hololive are green involving Fauna and Rushia, white involving Botan, and brown involving Sora.

For some reason they don't like girls with black hair, and they don't like it when the vtuber just happens to be a normal human. Most of the girls they introduce are either an animal girl, a mystical being, or a fucking god, and all of them don't have normal black hair. I think it's something they do purposely because they think those kinds of designs would be boring for viewers.

Technically, I think Iroha is the last human character they designed in HoloJP. And she's blonde because every gen outside of Gamers needs to have a blonde girl. For some reason they really, really don't like the idea of creating a design with black hair.
