If you mean a manager like Enma is a manager, that's more like staff. Watching the streams to make sure no yab happens, moderating chat, filtering donations, etc, that's not the job of a manager, that's the equivalent of the guy at the movie studio who does the errands.
I actually don't think they have managers. There's no organization across chuuba or branches beyond the ad-hoc big collabs, which can be handled by the Creative Director directly. There should be, but obviously they have to organize everything themselves even for big events (this is why Ame didn't have any call planned for her birthday).
A manager does two things, take care of his team, and deal with upper-management. The streamers have to take care of themselves (solve every technical issue themselves, give each-other support, buy their own hardware.. things that in a normal company would be handled by a manager). As for getting directions, representing the chuuba and shielding them from the shit flowing from upper-management, apart from preventing the occasional yab, there's no pressure here. No deadlines or real objectives. If they're not happy with something, I'm guessing they have to fight it themselves. But Cover being a Japanese company with the Japanese work culture, there's not much to debate.
Yagoo said that they were still figuring out their internal structure though, so it's still a work in progress I presume.

It's an interesting phenomenon. HoloEN is filling a previously unexploited niche (and that's why I think they were so successful): cute girls streaming cute things in English. But they don't grow out of that niche as much as they should or could. Cover is slowly diversifying into other products/services, but being a Japanese company, they suck at it. From their tech to their business sense, everything could be improved upon. Really, you could spend hours listing everything they're doing completely wrong. But they were the first successful at it and nailed the brand and talent, so unless you can do 10 times better what Cover is doing right now, you're not going to make it.
There are still a lot of different market and media unexploited. Take just the European market. If Ankama (which already has all the talent connection and is way better at tech/art than Cover) tried to basically do HoloFR, it would be successful. They also have the experience to bring it beyond streaming.
That's just an example, but it's a fun thought experiment to imagine what could be done and probably will in the future.
