I have an idea.
Japan is culturally a block of it´s on. Holo JP appeals to them at mainstream level. Talent pool is concentrated and easier to pick.

Same with ID to some degree, given that ID has been greatly influenced by Japanese media, they have a lot of Otakus in proportion with their population, or rather, more people willing to give a chance to vtubers. All you have to do is have a good handle of their internet culture. Also talent pool is easier to pick.

Now with EN, there is no one single block of culture, but several, all tied to the western internet culture. Talent pool is not concentrated but spread. This mess up the capacity for the talents to coordinate any big projects.
