There are at least two known rules that they've talked about on stream
>1) No offline raiding. If you want to raid someone's base, make sure they are online
>2) If you want to raid someone's base, you need to inform them first (i.e: "I'm going to raid you today"). You don't have to raid them right away (i.e: you can inform them in the morning, but raid them at night), but you should inform them within the day
Basically, the rules are there to ensure they have a chance to defend themselves (and make some contents if possible). Don't know if there is any other rule, though

You can raid people’s base without notice when they’re online. Miko raiding Pekora’s base in season 2 was an example of such case.

Yeah, there’s a limit on turrets now and the bases can only be made of stone iirc, no metal or armored walls. The reason is that Pekora’s base in season 2, made of several layers of armored walls and very well defended by turrets, anti-air missiles and Pekora herself proved to be almost impenetrable even when the whole server joined forces to attack her.
