Because Nijisanji already has pretty well established male vtubers, with their top 2 at the time being Kuzuha and Kanae, while the biggest Holostars member right now is still bellow the lowest subbed HoloID member, and viewers wise he's still around the same ballpark too. Holostars also had a big Western support since the popularity boom in 2020, to the point that until early 2021 a lot of their chats were mostly in English, but those numbers never matched HoloJP or EN, and they declined over time (and plummeted after Luxiem's debut). And even if StarsEN could be a success, as >>28342006 said they won't be the first anymore (and not even the second) and they won't have access to the Chinese market, so it's hard to say who will watch them. Maybe the western NijiEN fanbase won't be as fanatical as NijiJP's because they generally don't watch other vtubers beyond their oshi and his friends.

I was going to say that if Uproar got more than 10k then Tempus will definitely get more than this, but I remembered how Council's debut numbers were barely higher than Myth's, ID3's were also kinda low and Holox's were record breaking for both Hololive and vtubing in general, so I'm starting to think that the absolute majority of those 10k viewers were Japanese with only a small minority of loud Western viewers.
