I'd hope so, considering VTubing is a Japanese invention and that the most popular western VTubers are either directly associated with or aesthetically inspired by JP VTubers.
You'd better hope JP VTubing culture isn't influenced by western culture though.

HoloEN embraces Hololive's idol approach, sure. I believe Maid Mint was quite "idol-like" before she graduated. You have to understand that there's a lot of leeway between political grifter and idol. The Nijisanji livers are not idols (except for 2) and they don't discuss politics at all. Vtubers do not need to be idols to create good, apolitical content.

Subaru is the hololive that comes to mind. I watched her mm2 stream through and she comes across as a genuinely solid person with great character.

Possible? Yes. Will they? No. Of course there are a few exceptions, but they either got heavy jp influence since childhood, or they have been given clear guidelines. The real westerners who just use an anime avatar as boost to their weak charisma dont really give a fuck about the culture; and many of them will even do what they can to intentionally sabotage it to get their point and political views across.
