Basically I don't think the problem will be fixed looking at how JP has a ton of slackers who stream like once a week or two and have for years. The expectation is just higher for EN because Myth were the only ones shouldering all expectations and efforts so probably compared themselves to all of JP combined to keep up.

The core issue I see is, most of the Myths were in a tough spot career/finance wise and are actually-thankful to Holo for saving their asses, that plus the actual star power they all immediately felt seemed to have collectively inspired them to not just do this but enjoy it while they were in the limelight. Council both sapped some of their limelight but also is made up of random girls who didn't actually-need to get into Hololive to do alright in life, like at fucking all. Not to mention the blatant disregard for PL shit that is literally just out there to a fucking shocking/damning degree that would have caused at least one Aloe-like situation by now if these were JPs and it's like Council was made/managed by someone totally fucking different than Myth. Which who knows, maybe it was.

However given it seems that they got the message that a lore-obsessed gen trying to shoehorn girls into premade roles instead of let the girls adapt on the fly to whatever the audiences like the most out of them, led over by someone larping as a literal god over them in-character, has not taken and maybe they'll go back to whatever they did for how they assembled Myth.
