Most doujin artists that attend Comiket set the price of their doujins to break even print and attendance costs at 100% sales, either individually or as a circle.

The only company that so far has banned doujin works is Nijisanji. They banned all adult materials (and only adult ones) from their affiliate site DLsite.

For vanilla doujin works companies have this implicit agreement with the doujin circles where the company doesn't go after them because they're kind of free marketing, this act of good faith let's them get good will from the fans, and the artists rarely make bank.

Nijisanji banned doujins and fan items off DLsite, retardedly, due to making official content there, but Nijisanji doujins are still sold very publically even with the vtubers themselves owning them.
The image in OP states that fanworks are ok to be sold within reason. Nijisanji has similar guidelines as well as a ban on selling handmade/mass produced figures (3D items but it's vague as wearable merch is fine as well as random trinkets.)
