I've personally just accepted that CCV is entirely magic numbers.
But VoD view to CCV is not necessarily a good way to estimate cull as you also have to consider rate of churn and retention.
For example we also know that Kiara is very heavily culled, but I have absolutely no issues believing that her Zelda stream had a much higher AVG watchtime compared to Mori's JP stream because she has basically trained her core fanbase to watch those streams, meaning less tourists trying out the 3rd WW stream for a few minutes/seconds. Especially since the thumbnail isn't clickbait.
Obviously we could also assume that culling is random but at that point numberfagging is truly worthless

I think it'll be fine. As much as I want to not think about it, graduations due to fatigue/health will happen sooner or later. But even if we set that aside, the fact that more and more of the earlier gens are switching over to a more lax schedule will enable the newer ones to take center stage. It also helps that Hololive only introduces 13-14 talents at most every year and that most of them do get integrated in their respective boxes helps ease them in to the fanbase. You don't need to know what every holo member is doing, you just need a cliff notes of it so that when they do interact with your oshi you don't run into the Niji problem of not knowing who these new guys are.

My guess is that they'll space out the recruitment to 1.5 years from now on, and eventually 2 years or so.
Current HoloJP roster can have maybe 1 or 2 more gens before things start getting actually confusing, but as long as they keep up the current pace or space out the debuts a bit more, the audience will be able to remember most of them. I mean there are Dota players who can remember the names and abilities of 120+ heroes (not to mention items) so it's definitely possible, as long as the newer gens are introduced and assimilated slowly enough. The "Gen" system also makes it easy to remember them as groups of 5.
Niji Acceleration of course, causes the opposite effect, too many people all at once makes it difficult to remember them all and reduces their individual value - but this also allows them to have a brand that can tank any graduation (no matter how high profile). Since the talents are only loosely connected to each other, one graduation will not have an impact on the company as a whole.

Holo has a paradox where the older talents are some of the biggest hitters (Aqua, Subaru, Suisei, Miko) and so them leaving will cause HUGE hits to the brand and the general atmosphere since the holos are so connected to each other (increasingly so as time goes on). But without them leaving, the newer talents might not always have a spotlight to shine. There's also the dilemma of the new talents needing to occupy niches that are increasingly getting smaller with each general chuuba debut, but Cover scouts have hit at least one gold in every JP gen so far, so I'm not TOO worried about that.
