If you don't get perms, then your risking copyright strike and demonetization of the stream. You can still do it, but don't expect to make any money off of it. Even when I ran a college level Animu club back in the day we would still ask for perms from the rights holders to screen their shows before we screened anything.

It's not that the rules are different, it's just that they're usually not enforced against independent streamers. It's just not worth anyone's time or money to do so. Corporations have a lot more to lose.

For YT as long as the streamer doesn't monetize the gameplay it's under fair use, but technically the game publisher could still send dmca and copystrike the channel if they feel like it even if it's illegal because no one wants to spend the time, effort, and money to fight it in court and YT doesn''t want to get caught in the middle of it so they usually just nuke the channel. Also it would get the publisher nothing but negative publicity. Technically in JP the publishers own all rights to the franchise and freedom of expression is not covered under fair use so if the game publisher wanted they could sue her person directly but that's pretty rare.

Monetization has nothing to do with fair use law at all, it's always fair use as long it's transformative.
But japan doesn't really have fair use laws like america does, so sometimes thinks get a bit weird for japanese companies and streamers, though even there most game publishers generally don't care because it would obviously be retarded to prevent free advertising.
