Hololive gives ID a lot of freedom, EN a lot of restrictions, and treated CN similarly to ID pre-September. They're side projects they give some attention to, but there's a reason their 3D models seem to take forever to get made compared to how much more quickly Niji gets them with less popular members, and for the lack of quality holoEN merch despite the high sub counts.
