I'll take this in a slightly different direction from detailed artistic merits, or eroi merits: I really like Kukie-nyan and Sakuramochi. Very recognizable styles, often cute and/or silly works.

Monobe Yuri is pretty epic, even though all their chuuba content is because of skeb commissions.
Also want to mention Sunset Skyline, rinri4kan, and Zephryion for being some of the few artists that consistently make art of the NijiEN girls.

I really like this guys work. He draws in both a simple and detailed style, on his phone using his finger. He mostly draws Aki but also draws other holos and japanese vtubers.

For me, it's not necessarily about being simple. It's about the a playful style, used to emphasize silliness or cuteness. It's definitely true that seeking cuteness pushes me towards artists with simpler styles, but simplicity is incidental. Sakuramochi isn't always simple, for example. KeenBiscuit on the other hand, almost defines the word.
