It would make no sense to roll over the mostly english speaking girls into the JP branch.

They could easily continue debuting wave after wave and breaking even or even having a small profit but the potential for a fully integrated ID branch absorbing not only the ID market but also parts of the EN and the ESL market got them to roll the branch into the main branch and marching orders to fully integrate the ones with the most EN affinity with the EN branch and the ones with the most JP affinity with the JP branch.

It's a restructuring to both cut out a rotten branch and to graft the other branch into a healthier trunk

I think the "idol" thing might just be to filter out some of the lazier folks imo.
We've seen chuubas get into holo whose contents are as far from being "idol" as possible, and even most of their activities don't have any "idol" shit.
Botan is probably the best example. She worked on her singing reps on her own and produced a Cover + one song in the live, but the rest of the time she was doing her own thing and getting a bunch of sponsors for it.
"idol reps" seem to be a way for Cover to just judge whether you can do something even if you don't necessarily have the biggest interest in it.
