I don't think the EN fanbase has that big of a pool. In fact I think the biggest EN fanbase pool was what initially formed around Myth. Some of them left, and were either brought back by new girls or pop back in when Myth does stuff that interest them, but there has been no big Council expansion. This is why you don't see the ENs visibly incline (some recline, some remain consistent or bounce back to their previously higher numbers from a few months ago then back down again).
Yagoo needs to unironically ACCELERATE and bring new fans in with new gens.

I think the biggest gap is that while there are some anime fans that straight up drops watching anime for vtubers, the fact is that even among anime watching people (and I'm not talking about shonen-only 'casual' anime fan) there's still plenty that views watching vtubers as cringe or creepy. They know the likes of Gura through osmosis, but they don't really watch streams at all. I'm not quite sure how to bridge that gap for now, but that seems like the most possible audience to grab first.

Well the truth is at the moment its just stagnation. EN lacks three big things JP has:
-vtubers are not mainstream here and considered cringe. sorta true in JP but to a far lesser extent, Vtubers basically are the face of streaming there
-access to offcollabs and 3D
-viewerbase in the same timezone

Cover can't fix all of this, but they can start a foreign studio to deal with 3D issues and hire girls explicitly to target certain timezones. Not necessarily girls who don't live in NA, just ones who will under contract target empty timezones.

I can't stress enough how big a deal 3D and offcollabs are though. Random JP shitters can punch to 30-60k with good offcollabs and 3d lives.

Actually you're right, things like anime adaptation is still so far away and too expensive, but mobage collabs is very possible. Like you said they already had one with Azur Lane and that was quite a while ago, and it's already proven to be successful for both Cover and Azur Lane. Let’s just make things a bit easier and say this was a 2 hour long stream and had 200-210k views. This stream in particular had double Ame’s peak as average ccv (had like 13k) and peaked at over 19k. So if you think about that, you can come to two conclusions here with Ame:
One being that numbers are fucked, CCVID exists and that their “real” numbers are not appearing, or two, which is that even with the awful ccv, the fanbase is actually active and watching her vod.

Either way you look at it, the fanbase didn’t disappear. 100k in an hr 14 min vod for what’s a peak 6k ccv stream is fucking otherworldly. So there’s SOME form of viewership coming in
