I'd believe it. Gura outright mentioned ghosting people by accident, like her managers. It stems with how she separates herself entirely from Hololive once she's off her schedule. We've seen, for example, how in the New Years EN relay, most of the branch wad ready to take part in Kiaras idea but Gura was absent, only to join at the last second because she finally decided to open her discord to go back to work. We've seen how she recorded messages separately from others because she was "too busy" to record with them for Coco's graduation. I wouldn't be surprised if part of why Ame chose Gura's line was because she knew Gura wouldn't available when the idea was pitched.

To be honest, even looking from a permissions side, she feels like she's out of the loop so often compared to ithers and doesn't even explain what caused the perms issue compared to everyone else. She still somehow thought it was possible to do guerilla streams for Nintendo games after everyone in Myth explaining the advanced notice restriction for those games (and then that got removed). She's practically isolating herself.
