If an existing streamer starts using a live2D/3D avatar, is that enough, or do they have to start from scratch?

Although a person is behind the vtuber, it isn't a real vtuber unless it debuts as a character unlinked to the person behind it. If that isn't the case, its more like a image mask instead of a vtuber as its just covering a person instead of being a character.

i think vtuber is more like a concept rather than a need for 2d/3d model, you have to "play" a character, and you must treat that character as if it is alive but not in real life.
that's why i always hate when a big personality like eceleb or twitch streamer bandwagon and make a "vtuber model" of themselves but in the end, they are not playing character, it's just them with 2d/3d model, it just omits the meaning of vtuber itself.

Is the streamer treating the avatar its own persona/separate character. Like a ventriloquist dummy. As long as they sell you on the character 'mission accomplished'. No more super-ultra-deep levels of acting or kayfabe is necessary after that.

If they're not even trying, theyre not a vtuber. If you don't buy the character, it's just a streamer with an avatar.

Also fighting for the 'vtuber' label is not that important. Vtubing is (avatar + persona) no need to try to redefine the shit. So many ENVtubers are tying to define it as streamer with avatar, its not.
(Streamer + avatar) has been done for years, and is completely viable there's no need to trendhop the vtuber label.

To be a vtuber, you don't even need to have a 2D model yourself. You just need to do a lot of collabs with streamers that have live2D.

For example, Hendy (pictured) is pretty much a vtuber.

A while back I would say you need to start from scratch, but I dunno anymore. People seem to consider Nyanners a pure vtuber now despite most of her subs coming from when she wasn't, who's to say PewDiePie won't be the biggest Vtuber in History if he decides to switch to it permanently?

I'd say it depends if they were already a big streamer before that. Nyanners or wolfychu started streaming as vtubers, so they pass. Most, like pewds, do not.

This pretty much. Hendy and Kamito produce the same type of contents as a lot of VTubers and does collabs with them. The only difference is that they didn't pay an artist to make them a Live2D. If that disqualifies them then you might as well tell me that Kurumi Noah isn't a VTuber because she nearly never use her Live2D

I'm a little purist when it comes to Vtubers. Separate the character from the person, you can be a little more down to earth with the character similar to how matsuri is during her voice only streams from the past, be on youtube since thats what the name implies, Virtual Youtuber unless you are banished from the platform (bilibili users as an example) and then at last, since you are playing a character, try to keep an escapist mindset, the real world sucks and theres many flaws with it but we are all trying to escape that via other means so enough with the massive amount of political stuff, just have fun. But that's really my take, i know that the term itself is everchanging and limiting people into a box is rude.
