If anything, it's not so much the pitch of Kiara's voice that would be causing strain as the volume. The more relaxed voice you hear in her superchat readings for example is something she could easily carry without causing a strain on herself. It's less about voice DOCTORS (they can only tell you "hey, what you're doing right now is hurting you, stop doing that", but aren't really in the business of teaching her how she should rather make her voice sound).
What you're looking for is more a general "vocal coach", and of course they also exist in Austria/Germany etc. They mostly work with singers or actors, as the "playing a high pitched anime girl" customer pool is naturally smaller here, but even so they can still give valuable advice on how to take care of your voice, how to train it (either, how to keep up the high pitched character voice in a more healthy way, if you want to insist on doing it, or how to transition more smoothly into other voices, if that's what's more helpful for you), and can teach you exercises and stuff for your voice. The general principles are the same everywhere, there's not really a super secret that only japanese animu voice coaches know.

I hope you guys realize that this is the beginning of the end. Kiara has said several times that Hololive isn't a "forever thing" for her. She doesn't know how much longer she'll be doing it. And now that it's starting to damage one of her most valuable assets, her voice, you have to imagine she's seriously considering moving on.

I don't think she's going to "change up" the way she talks on streams just to make things easier for her. Kiara is way too uncompromising.
