It's taken directly from the idol industry in Japan and it just means that the talent is longer with her unit/agency. It doesn't always mean they were fired, could also mean that they were promoted to a better agency.

The difference with Vtubers compared to the idol industry is that idols will normally maintain their appearance and name, but Vtuber nearly always are forced to abandon their character when they 'graduate'.
