There's tons of members so there's always someone streaming, in JP at least. In EN the problem is you'll get into primetime and everyone has decided to take the night off, and the next night 4 people will stream over each other. Was supposed to be alleviated with EN2 but it hasn't really.

HoloJP follows the seiyuu models. While the majority of the time they do voice works, a big part of their jobs is also appearing at events, promotions and doing radio shows/net shows/television appearance.
Just replace the voice acting with streaming and you got the formula for JP, and the thing is that it works actually better for talents and companies, working for those events and with actual companies would land them more sponsorship deals and create networks and safety nets in case Vtubing/streaming doesn't work out or the bubble burst in the long term.
