Mexico honestly aren't even bad though. They're ranked 11th in the world in fact because they can always get out of the Group Stage in the World Cup. They're not quite at the point where they are going to win the World Cup, but they can put up a good fight against the elite teams.
USA meanwhile just got cocky after having a good cup and (much like England) needed some years of humiliation to accept they can't just run on cruise control. Still unlikely they'll ever win, but they'll be a threat by the time they're hosting the cup in 2026 with Mexico and Canada.

Usually that kind of tournament, even seen on some olympics sports and pokemon tourneys, is a tournament that everybody who lost on first round enters, as a consolation chance to still get some wins. Everyone from 4th to 12th are first round losers here.
Last year's mario kart had 4 races for each group stage, see >>15082984. That main 4 group qualifications will have full races lasting over a full hour (idk if it was said it was 4 or 8 races); and so will the winners finals.
Meanwhile, they can easily have just a single race for every tier of losers in the scheduled one hour of losers cup. So 1 race for 10-12th, 1 race for 7-9th, and maybe 2 races for 4-6th.
Use your goddamn heads next time. 1 hour means a fuckload of races.
