I don't know what it could be, but Marine literally has the same amount of outfits as Noel and Flare (if you count Flare's remodeling as a new outfit), she just got it before them because it was a pre-designed outfit and she was using it for Unison. The real reason for the delays is unironically COOF
rigger died midway and with no way to contact, all progress was lost. Management has to start over with another rigger. Repeat cycle. Cover actually lost a lot of money for this one model they've been trying to finish for over a year.
