Cali was streaming close to JP prime time both times but in her "usual hours" so that won't affect the numbers much the difference being the box push itself.
First numbers were during Fashion week, the big push was for the costume reveals themselves, but this time the wave is in HoloX's favor, with Fubuki riding the Pokemon hype still, mostly by herself at the top.
There were some other costume reveals recently but they weren't hyped as much and the EN ones were delayed way too many times to get the same excitement out of fans that Fashion week ones did.

EN build their schedule around times that are the most convenient for them relating to their personal matters, holoX try to pick streaming times that are good for their viewers and build other daily life stuff around this streaming schedule, that's the difference basically.
