Every other Totsumachi is planned, at least to the level of "Hey guys, I'll be doing call-ins around X o'clock, pls try to make time and show up if you can".
Since y'know, people have different schedules and especially with EN, live in different timezones.
There's a reason that usually if no one shows up that's planned (see Kanata's first totsumachi, for a Hololive example), and even then you usually have the chuuba either actively hanging up on people or others showing up in chat to laugh as part of it. And a reason that usually as soon as someone opens calls there's someone that was waiting to hop in.
