Not really, many of the the streamers discussed here are in the top 5% indies in viewer.
Even 100 viewers ones which is easily top 1%.

OP is confused because he doesn't understad the extremely rare indies going past 300 viewers are so rare it's unlikely they'd be discussed there over thousands of other vtubers. Hey still mention leaflit and nemu who are within the 400-700 viewers so eh, that' a higher representation of big indies than average.
