Delu and her mother did it (with police help) when Delu was broken and without any support (I know about Ruki and others but it's not enough).
They would deal with him way faster if Delu didn't got that hard gut punch that was losing her only chance for normal live, and had support of other Holos (like gen I when they help Mel when Cover do jack shit).
Also, she wasn't full menhera before it. I saw those tweets and that was just teenage shitpost. Broken girl? Yes, but this is not uncommon in Hololive. Compared to Matsuri or Shion she was fine.
All that harassment and losing only chance is what broke her.
