i'm pretty sure the cause was routing the two 2i2 inputs separately as two mono inputs rather than setting it up as a single stereo input. that hardware will keep the two channels locked together to the exact sample without a problem. the fact that the panning was wrong for one channel, but not both, also supports that. those 70 ms blips also appear in her normal stream audio from time to time, but because they affect both channels simultaneously, it's usually impossible to hear or just sounds like a quiet click.

the reason it's so periodic is unknown, as are most of the details of her software audio routing, but the fact that the 70 ms blips happened with the combination of the 3DIO, 2i2, and old PC, and also happen with the combination of the neumann, goXLR, and new PC completely rules out any of the hardware. the same artifact happens with all of the hardware replaced. the fix is most likely to just set it up as a single stereo input device.
