In biology, sisters means two or more females who share the same biological mother and father.
In vtubing, it means that they share the same artist/character designer. Ame saying "we're more like cousins" doesn't change the facts.
If you want to hold her feelings into account, calling them "cousins" isn't exactly wrong. But neither is calling them "sisters" because that's just the fact of the matter.
