I feel as though Rushia has evolved as a streamer and entertainer more than anybody else (except maybe Pekora).

Yes and no
This is pretty obvious, but it's unlikely that Rushia went into it knowing the kind of relationship she would develop with her audience
Rushia has something she cares deeply about now and her growth is more to do with her career/content/lifestyle/relationship with her fans/etc reflecting her real personality and desires, because she feels safe and loved. The Rushia right now was always there, but buried underneath a lot of insecurity and sheepishness. So she's changed to be more like herself, is what I think
