I grabbed up to date SC numbers from PB and hololyzer (fauna's PB SC opening numbers are incorrect by about 10k).

Quick rundown:

Council + IRyS have a total of 179 monetized streams, totaling 391k in SC.
LazuLight and Obsydia have a total of 475 monetized streams, totaling 333k in SC.

Council by itself has 111 monetized streams, with a SC total of 278k.
Lazulight has 268 monetized streams, but only 214k in SC.
Obsydia has 207 monetized streams (holy shit), 118k in SC.
Council both of them, despite having far fewer monetized streams.

Hope (IRyS) has 68 monetized streams and 113k in SC.
She has about half the SC of Lazulight, but far less monetized streams (68 to 268)
She has compariable SC amount to Obsydia, with a far less amount of monetized streams (68 to 207).

Council + Hope beats Lazulight and Obsydia in SC: $391k to $333k

Things to take note of:
-Pomu has the most consistent SC in NijiEN.
-Obsydia is hard working, they have almost as much monetized streams as Lazulight
-The NijiEN girls have to pump out far more streams to keep up in SC with the new Holo girls.
-Once council is able to stabilize and stream consistently, we will probably see a huge SC increase from them. At the moment, the gap is actually increasing everytime Council + Hope does their streams. They either get more SC's thrown, bigger amounts thrown, or both. This is normal though, as they have a larger audience, so more paypigs.
