The way the algorithm works, it's hit or miss. The more vtubers you can put on the field the more hits you will score. Nijisanji has used this to great effect in the JP branch. The failures are eventually graduated en masse

All of their ENs have over 100k subscribers and besides Petra they all average at least 1k views (I'm sure somebody will post that one day they didn't in response to this but that's an outlier) and for Nijisanji that's VERY good so I'm guessing they're thinking it'll happen again.

That’s sort of Nijisanji’s business model, it’s not necessarily about having a “Killer member”, more about having a bunch of people to fill different niches. It seems different than it is though, in reality they mostly roll out people in waves of 3 or 4 members, and right now the EN branch is short 1 member of HoloEN’s anyways.

They all can't be winners. Hololive has failures like Sana and winners like Gura. Nijisanji is similar but at a much higher failure ratio because they have so many chuubas. But no Vtuber is a Nijisanji employee. As I've said they give you live2d, 3d and contacts and permissions blah blah, and then you give them part of your profits. You don't have a schedule that you have to follow like in hololive where there is a certain amount of streams you have to do. You can only stream 1 hour per week, or be really fucking greedy like Gibara and only do member streams for a year, anykara doesn't care since they don't employ you. Why would they NOT do this? Cover doesn't because they're idolfags and spreading out too thin would make it harder to overmanage their girls, while smaller companies don't because they simply can't afford it or aren't famous enough for their vtubers to easily pay for themselves.
Anycolor aren't poor control-freaks and Nijisanji is known to anyone who's into vtubers on more than a surface level, so there's literally no reason for them not to do this.
For now, anyway. Unless the whole branch inclines hard, new hires might stop paying for themselves at like 20-30 vtubers.
