It's the entertainment industry. The answer is really just that they haven't been lucky. That's not to say they're perfect, because all the hiatuses, stream cancellations, lack of social media reps, lack of networking, losing talents, not leveraging Youtube or Twitch to the fullest, etc. definitely isn't helping. However, at the end of the day, they're putting out good content and they just haven't gotten lucky with it yet. I mean, to an extent, the company itself matters more than the streamers. A rrat died with Tsunderia's admittedly small audience and out came a flower with Nijisanji's much larger audience even though nothing else changed. Tsunderia just needs to build up the audience, but unfortunately there's no surefire way to do that or else every company would be as big or bigger than Hololive is now.

They only get mogged in terms of total subs, which is a useless metric. Their average live viewer numbers are just as good, if not better, than any other startup, which is one of two metrics that actually matters. The other is total revenue.
Tsunderia has the lowest percentage of dead subs out of any company, including Holo and Niji. You could make the case that Tsunderia retains their viewers better than anyone else, which would speak to both how good the content they produce is, and how trusted the company is in the eyes of its audience.
