Success is mostly if not all about previous networking and luck, being good helps keeping the new viewers, but those have to come from somewhere. Not to mention it's much harder being entertaining as a streamer if there is no chat, making it a vicious cycle.

Luck is indeed a factor that is out of your control for the most part, but it shouldn't be that hard for some of these 1 views to interact among themselves and get a small friend group going. That should help give them someone to talk to. After that they can try talking to a 5 view and pop into the chat of a 10 view or something. The reason most of these people have these numbers is likely because streaming is just a hobby for them and they have no intention/interest in growing, but for those that want to achieve more they shouldn't let "oversaturation" be an excuse.

Entertainment itself is saturated. Most people only consume one or two pieces of entertainment with occasional dabbings in things that get really popular, but few people ever actually sit down and spend all of their time on that. To watch a streamer, you have to set aside a four or five hour block of time where you do nothing except watch that streamer. Very few people have four or five hours to just sit down and do nothing except watch a streamer except kids, and kids don't have the same drive to watch a vtuber because of them having a cute anime model, that's entirely the realm of fat otakus.

Honestly as much as people here hate Twitch, discoverability there is still miles ahead of Youtube for small streamers. Yeah, discoverability on youtube really sucks. When I was looking for streams to learn Japanese before the Vtuber boom, the easiest way was just using the twitch "Japanese" tag and searching through no views for someone comfy.
