It has to do with following rules and keeping certain information private. Western Vtubers who plaster their faces all over their main accounts do not understand the point of being a Vtuber and that the profession/hobby has rules to it you're supposed to follow because they are raised differently from the Japanese. Japanese people acknowledge and respect the medium for what it is generally speaking. "Cog in the machine" is not an insult in this context, it's meant to mean working with everyone else to contribute to a greater whole.

Western vtubers associate fame with fortune and success, so they put their faces out there in the hopes that if vtubing crashes and burns they can transition to true (e)celebrityhood.

Japanese celebrities aren't worth anywhere near as much - top actors are maybe worth 20 million - so the association is not there at all.
It's also more deeply ingrained into their culture in subtle ways. Japan folk and ghost stories all show off glimpses of their 'shit just happens' mentality, where you can get completely fucked even if you clearly don't deserve it. This also is shown in their endemic use of 'shouganai na' (can't be helped/that's what it is). Compare this with many other people who will put more effort and energy into protesting that other people aren't 'behaving as they ought to' than trying to alter their own behavior to stop life fucking them in the ass because 'they shouldn't have to'.
This dovetails with the general Japanese mindset to be unobtrusive and maintain safety (not uncommon for people to shred their personal documents as long as they contain their name before throwing them into the trash), and they'll rather be anonymous, especially since they know how fucked up and to what lengths some of their own people will go for the most trivial things (look up the HaseKara incident).
They would be completely baffled at the 2view vtubers throwing away their privacy when they don't have to.

I think this is probably correct. But I think the gloves are more of a cultural thing instead of mandated by COVER. Pikamee does the exact same thing, and GYARI is very hands off.
